No, there is no fee to join the ClearSpeed Developer Program.

The ClearSpeed SDK provides a full suite of professional software development tools built around an ANSI C-based cross compiler. It is designed to enable developers to write and debug code in order to port existing applications or develop new applications for the ClearSpeed Advance cards.

Does the CSX processor run standard software?
ClearSpeed’s CSXL library can be used to directly accelerate applications which use standard host math libraries for a number of common BLAS and LAPACK functions.
